臺灣華語文學習中心

The number of people learning Mandarin in Europe and the U.S. increases year by year; the U.S. Department of State also announced the National Security Language Initiative for Youth (NSLI-Y), emphasizing increase in Mandarin learning opportunities outside China. The U.S. -Taiwan Education Initiative was signed between the U.S. and Taiwan on December 2, 2020. In response to the above, the OCAC and related agencies established a negotiation and cooperation model with AIT to enhance bilateral language cooperation.

To expand the overseas Mandarin learning market, the OCAC is implementing the Taiwan Center for Mandarin Learning Establishment Program. Under the Program, we will assist overseas compatriot schools and associations in Europe and the U.S. set up Taiwan Centers for Mandarin Learning (TCML) as bases for teaching Mandarin to people aged over 18 and, importantly, for promoting its teaching with Taiwanese characteristics. 88 TCMLs have so far been set up, including 68 in the U.S., 4 in the U.K., 3 in Germany, 3 in Italy, 2 in France, and another 8 in Austria, Sweden, Belgium, Czech, Hungary, Netherlands, Poland, and Spain, and it is hoped to see more established in the near future.

Moving forward, the OCAC will actively encourage overseas compatriot schools and associations in the U.S. and Europe to actively apply to establish TCML. They will offer overseas learners a free and democratic alternative to learning Mandarin and promote its teaching with Taiwanese characteristics, as well as introducing overseas students to the many wonders that Taiwan offers.

鑒於歐美地區學習華語文人數逐年增加，且美國聯邦政府於2020年10月公布了「語言學習計畫」，強調要增加中國以外的華語學習機會，接著臺灣與美國在12月2日共同簽訂「臺美教育倡議」，僑務委員會與相關部會並與美國AIT建立協商合作模式，以加強雙方語言合作。

為爭取目前海外華語文市場擴展契機，本會推動「臺灣華語文學習中心設置計畫」，輔助歐美地區僑校（團）成立「臺灣華語文學習中心」，提供當地18歲以上人士學習華語文及推廣具臺灣華語文教學之重要據點之一。

僑務委員會目前共輔助88所「臺灣華語文學習中心」在歐美地區營運，包含美國68所；英國4所；德國及義大利各3所；法國2所；奧地利、瑞典、匈牙利、捷克、比利時、荷蘭、波蘭及西班牙各1所。

未來僑務委員會將鼓勵歐美地區僑校（團）踴躍申請設置「臺灣華語文學習中心」，結合更多歐美僑校，教授及推廣具臺灣特色之華語文教學，分享自由民主之臺灣經驗。
